Purpose <\/strong><br \/>\nThis policy outlines the procedures for the allocation and distribution of funds from the MSC Global Development Office to MSC Entities requesting financial support for projects within their entities. It ensures transparency, accountability, and effective use of resources aligned with the mission of the Missionaries of the Sacred Heart (MSC).<\/p>\n<p><strong>2. Scope <\/strong><br \/>\nThis policy applies to all MSC Provinces, Unions, Regions, and entities seeking financial assistance for development projects through the Global Development Office.<\/p>\n<p><strong>3. Principles of Fund Allocation<\/strong><br \/>\n\u00b7 Mission Alignment: Projects must align with MSC\u2019s core mission, values, and strategic priorities.<br \/>\n\u00b7 Sustainability: Preference is given to projects promoting long-term impact and self-sufficiency.<br \/>\n\u00b7 Accountability &amp; Transparency: Funds must be utilized and reported as per the approved proposal.<br \/>\n\u00b7 Equitable Distribution: Fair access to funding is ensured across provinces based on need and strategic importance.<\/p>\n<p><strong>4. Application Process <\/strong><br \/>\n4.1 Project Proposal Submission<br \/>\nProvinces must submit a formal funding request using the prescribed MSC Project Proposal Template.<br \/>\nThe proposal must include:<br \/>\n\u00b7 Project title and objectives<br \/>\n\u00b7 Justification and expected impact<br \/>\n\u00b7 Budget breakdown with local contribution<br \/>\n\u00b7 Implementation plan and timeline<br \/>\n\u00b7 Monitoring and evaluation framework<br \/>\n\u00b7 Estimation cost of the project given by the Engineer and architect<br \/>\n4.2 Review and Approval<br \/>\n\u00b7 The Global Project Development Office will conduct an initial review.<br \/>\n\u00b7 A Funding Committee, chaired by the Director, will assess project feasibility and alignment with MSC priorities.<br \/>\n\u00b7 Recommendations will be submitted to the General Administration for final approval.<\/p>\n<p><strong>5. Fund Disbursement Process <\/strong><br \/>\n5.1 Phased Disbursement<br \/>\nFunds will be released in phases:<br \/>\n\u00b7 First phase (40%): Upon project approval and signing of the agreement.<br \/>\n\u00b7 Second phase (40%): Midway upon satisfactory progress reports.<br \/>\n\u00b7 Final phase (20%): Upon project completion and submission of final reports.<br \/>\n5.2 Bank Transfers<br \/>\n\u00b7 Funds will be transferred directly to the official bank account of the MSC Province.<br \/>\n\u00b7 Any deviations in fund utilization must receive prior written approval.<\/p>\n<p><strong>6.
